The range of services provided span the broad spectrum from advanced professional services such as policy development, program analysis, strategic planning, and project management to program support functions such as miscellaneous professional administrative services, business systems analysis, and written communications. Our management and technical services have been provided in support of customer functions such as human capital development and management, program administration, acquisition planning, process improvement, publications development, national outreach, training, emergency management and advocacy.
PbSi provides management and technical assistance to small businesses through training and consultation in the areas of federal acquisition fundamentals, federal small business programs, marketing prime and subcontracting opportunities, capture management, effective teaming, accounting basics and technical and cost proposal development. We have provided these and other services through business development centers and contracts with federal and commercial organizations responsible for small business development. Our list of customers for these services includes the U.S. Department of Energy Office of Small Business, the Minority Business Development Agency, Tetra Tech, the Great Lakes Technology Transfer Center, the Ohio State Office Small Business, the North Carolina institute of Economic Development and the U.S. Women's Chamber of Commerce.
The Department of Commerce awarded a cooperative agreement to PbSi to establish and operate the National Capital Area Minority Business Opportunity Center (MBOC). The purpose of the MBOC, which is staffed with full-time professionals and expert consultants, is to reach out to larges businesses, public sector buyers and small businesses to provide information and guidance on Federal and private contracting and financing opportunities. In addition to identifying prime and subcontracting opportunities for MBOC clients, PbSi works with partners in the private sector to form contractor teams designed to provide end-to-end solutions for larger requirements. PbSi also assists small businesses to identify and join large prime contractor teams formed to market, capture and administer Government Acquisition Contracts (GWACs) and other major multiple award task order vehicles. The goal of the program is to assist minority businesses to obtain contracts and financing. The MBOC services the District of Columbia and surrounding counties of Maryland and Virginia, and participates in strategic partnerships with chambers of commerce, financial institutions, advocacy organizations and state and local economic development organizations.
